Abstract (EN)
National Employment Strategy, which is a detailed legal package that aims extensive changes in the working life, has been prepared in accordance with the demands of international organizations and business groups. This package includes many changes in areas such as severence payments, working hours, social security rights and women's participation in the labor force. Using Regulation Theory, this study analyzes the transformations in the working life, as well as the methods through which these transformations were made since the late 2000s. The theory comes up by defining the state as a complete system with lots of social layers but not a solid actor alone. The most important method for maintaining stability among these layers which are classified as state, capital and wage labor is reorganization through the dismissal of problematic parts. In this context, Turkey's method for maintaining stability in the Post-Fordist era has been the National Employment Strategy which contains changes in areas such as temporary work, labor flexibility and severence payments. In conclusion, this thesis first explains the rise of the globalization concept and defines economic globalization as well as Regulation Theory and then analyzes different accumulation models with historical comparisons. The general changes in the system and the position of Turkey is discussed and changes in the working life of Turkey are explored. According to the results of these analyses, National Employment Strategy is defined as the Turkish version of the general transformation in the system. It is a strategy which is recommended by international organizations and supported by business groups in line with their interests. Contrary to neoliberal approaches, it is also figured out that these changes create negative impacts on workers' lives by creating a modern slavery class with insecure and low-wage jobs.
