Inclusive education in current education policies in Turkey

Abstract (EN)

Inclusive education is a process that aims to support the development of each student by taking into account their individual characteristics without discrimination. In the understanding of inclusive education, the differences between individuals are seen as a richness. For this reason, including inclusive education in published policy documents eliminates many problems that may occur in practice. This research; was carried out to determine the place of the sub-dimensions of inclusive education approaches, which have been in a very important position in recent years, within the current education policies in Turkey. In this context, the sub-dimensions of inclusive education; In the upper political documents, it has been tried to determine how the documents published by the Ministry of National Education are included in the documents regarding the Teacher Training System and education legislation. In this research, case study design, one of the qualitative research methods was used. In this study, current policy documents were examined according to the sub-dimensions of inclusive education, and the data of the study were analyzed as a result of the document analysis. MAXQDA 2020 program was used in the data analysis of the research. As a result of the research; While determining the place of inclusive education in current policies, it was seen that there was not a sufficient inclusive target of the school administration. It has been determined that there are deficiencies in the policy documents of school administrators in order to create an inclusive school climate for all students, both in legislation and in practice. In addition, it has been determined that the inclusive education system, which aims to evaluate the development of students as a whole, is deficient in terms of social inclusion because there are not sufficient targets for the social development of individuals in the legislation and in some practices. According to the results of the research, it is suggested that more goals should be included in supporting the social development of individuals while creating education policies.
