Social policy towards the convicts and ex-convicts in Turkey

In this study, social policy issues and employment of convicts and ex-convicts is carried out in accordance with changes abolition of ex-convicts obligation to employ in private sector according to the law no.4857, Labour Law in 2008. For this study, literatüre review, data of Turkish Ministry of Justice, Turkish Employment Organization, İstanbul Metropolitan Municipality Lifelong Learning Center and non-governmental organisations is preferred. After mentioning the historical process of legislation affecting the employment of ex-offenders, dealing with employment of former prisoners in Turkey in social, political and economic obstacles, social policies implemented by some countries in the world for ex-convicts and training given to convicts in the conviction process in Turkey is examined. Only be given to public sector employment of ex-offenders gives rise to lack of employment of ex-offenders, unhealthy way to integrate the community with ex-convicts. A social policy tool as non-governmental organisations, Turkish Employment Organization, İstanbul Metropolitan Municipality Lifelong Learning Center and other organisations' studies are based on to evaluate efficiency. Employment of ex-offenders has an vital role step in integration of ex-convicts in a healthy way with society and getting out of their problems. Finally, mentioned suggestions for duty of the preparation of the legal basis, awareness-raising activities of public and private institutions for ex-convicts, non-governmental organisations etc. for employment of ex-offenders.
