Abstract (EN)
The villages, which have a long history and are the result of the natural life of the communities, are important institutions for local governments. Therefore, the history of the villages in Anatolia goes back to ancient times. Over time, the villages developed as an independent social unit. These developments in the function of villages have emerged from the social, political and administrative needs of the society. Although the emergence of the villages as a social unit dates back to a long time, it was organized as a local administrative unit depending on the developments. These developments emerged due to the tendency of urbanization. With the ongoing urbanization process and the rapid urbanization that increased after 1950s, municipalities and villages became unable to meet new services and needs. This inadequacy has led to the inadequacy of laws related to local governments, not only in the political and economic spheres. This lack of political and economic issues, as well as the lack of laws related to local governments has revealed. For this reason, changes in the structure of local governments have made legal changes mandatory in order to eliminate such problems. The most important of these changes is the Law on Amendments to the Establishment of the Metropolitan Municipality and Twenty-seven Towns and the Decree Laws and Decree Laws. In this study, the importance of this law, which came into force in 2012, is emphasized. Changes in the law, especially in the work for a better understanding of the issues to be converted in the neighborhood of the village to management in Turkey, its historical development and management of the mission villages of the village were examined. Within the scope of this law, radical changes in local governments and the possible effects of this transformation process on the future were also examined.
