Abstract (EN)

There has been a great change and transformation in the understanding of management due to neo-liberal thinking that has developed in parallel with the crises experienced by the phenomenon of globalization and capitalism both in the world and in Turkey making an impact in almost every area. In the process of change and transformation from the 1980s onwards, it has undertaken tasks and responsibilities in local governments as well as central governments in the implementation of social policies. This conception has taken its place in the literature in the form of social municipality,refers to an understanding that deals with the social problems of the people residing within its borders and engages in activities towards their economic, social and cultural demands. This understanding has started to be seen in Turkey since the 1990s, especially in some metropolitan mucicipalities. In the 2000s, with the reforms made in the field of local government it entered the field of activity of all municipalities. In this study, the social municipality concept was examined in the Trabzon Metropolitan Municipality, and the activities of the municipality within the scope of the social municipality concept were handled and the perspective of the people regarding these activities was tried to be determined.
