Abstract (EN)

In order to collect Turkey cadastre in a single system, cadastral maps in the areas not registered yet in cadastral studies, areas that have been cadastralized by institutions such as Forestry and Agriculture but not yet registered in the land registry and areas already completed cadastre but cadastral maps produced in different systems should be renovated or digitized as soon as possible. In terms of efficient use of country resources and no loss of time and labor, cadastre studies of all of the unregistered areas and 2 / B lands that have been taken out of forest boundaries due to lack of forest, together with renovation studies of cadastral sheets which are produced with old techniques of their time and legislations but technically inadequate against today's developing technology, lost application quality and do not reflect ground anymore should be renovated or digitized as soon as possible. In order to efficient and effective utilization of public resources, TKGM should be a sole authority in the matter of ownership, coordination of the public institutions and organizations should be lead by TKGM. Studies should be completed through buying service from private sector in line with made plans. In this thesis study, it is thought that the works carried out by the tender method will be more economical if planned to cover the whole unit. For this purpose, Çorum was examined as a sample. As a result of the research, it has been determined that approximately 44% cost savings will be achieved when the tender are planned and made in the way of cover whole units of cadastre studies carried out in Çorum province up to date.
