Abstract (EN)

This thesis discusses the role of airport facilities and the importance of navigation devices necessary for safely conducting flight operations, as well as the concept of obstacles (mania). It emphasizes that for navigation devices to function effectively and accurately, runway safety areas (RESA) must be established according to international standards based on airport reference points and runway codes. An analysis of these standards has been conducted with the aim of enhancing flight safety, illustrated through examples from aviation accidents.It has been highlighted that airport obstacle plans should be prepared by the General Directorate of Civil (SHGM) based on factors such as runway length, width, and the structure of strip areas. The systematic calculation of obstacles around airports is essential; subsequently identified structures should either be removed or made prominent using lights or colors, with national and international standard examples provided.Additionally, relevant documentation for airport or heliport operators regarding obstacle management has been examined in within this thesis. Upon reviewing all these national and documents, it was concluded that obstacle calculation methods should be meticulously developed by airport operators. The thesis further explains obstacle limitation surfaces visually to enhance flight safety so that all stakeholders can their operations securely.The slopes of obstacle limitation surfaces are specified along with their maximum heights at maximum distances. Furthermore, relationships between some surfaces have also been discussed. A developed system for calculating obstacles allows determining which surface is dominant in overlapping scenarios. This system analyses whether certain structures fall within specific surfaces based on distance and height values; thus facilitating a way for airport operators to assess potential obstacles threatening flight safety in a secure, straightforward, and cost-effective manner.
