Regional administration in unitary state system: A research on its applicability in Turkey

Abstract (EN)

It has been seen that in the last half-century, an effective transformation has taken place in favor of local-governments in the system of the unitary state and in this framework; It transfers the position of rigidly centralized classical unitary state to a more flexibly structured state system. It has been understood that in the framework of this decentralized conversion, there are increasingly more application areas of regional management in Europe and, in this context; both Council of Europe and the EU with its various means, supported and headed these policies. In this study, regional management models in the unitary states, which have a major role in Europe and similar appearance to our country in terms of population and geographical size, have been compared by detailed analysis, on the other hand; from past to present, decentralization system, conversion proposals, efforts and applications have been researched and their developments in historical process have been analyzed. There is general information in the first part of the research and in the second part, there are definitions related to the concept of government. In the third part, unitary state and its conversion and in the fourth part the EU's and the Council of Europe's approaches towards regions and regional management have been emphasized. In the fifth part, the concept of the state and decentralization throughout historical process has been analyzed. In the sixth part, feasibility of regional governments in terms of regional applications in Turkey proposed models, negative consequences which can be encountered have been discussed. In the final chapter general evaluation of the research has been made.
