A research at the Mediterranean Region universities about the analysis of the appropriateness criteria in the DPT guide of the universities strategy documents

There are 196 universities in total in Turkey during this study. From these 123 are public universities, 73 are foundation universities. In this study, nine (9) from public, five (5) from foundation, totally fourteen (14) strategic plan research which was prepared and published at their web sites has been conducted from the Mediterranean Region Universities. For this reason, "Strategic Planning Guide for Public Administration" which was developed by the (DPT-SPA) State Planning Agency which covered both public association and foundation was taken primarily. The aim is to detect the appropriateness situation of the regulations of the strategic plans prepared at the end of the studies of the scientific centers and universities that are expected as pionner foundation. This study was designed as a qualitative, descriptive and benchmarking research by document analysis. The appropriateness of the universities' strategic plans to the regulations and guides were investigated comperatively based on cases of "Introduction, Preparation Studies", "Case Studies", "View of the Future", "Financing", "Follow-up, Observation and Evaluation" criteria. In addition, the appropriateness of the preparation phases to the DPT (SPA) Guide of the Strategic Plans at the higher education associations were searched. At the end of the research, the insufficiency of the findings and the subjects that have to be corrected was detected during the strategic plans prepared at the public and foundation universities preparation studies, case studies, view of the future, financing, follow-up and evaluation cases. By putting forward results and offers in the light of points that have been detected predictions were made about the future.
