Abstract (EN)

This study aims to determine and evaluate the level of ethics training provided for the district governors by the Ministry of Interior during their training (candidacy) and administration stages. The population of this study consists of the district governors. This study first analyzes the level of knowledge of the district governors regarding the concept of ethics. Secondly, it studies whether the candidates received an adequate ethics training during their training stage. Furthermore, the study determines whether the issue of ethics is sufficiently included in the in-service trainings, courses and seminars organized every year by the Ministry of Interior for district governors. In addition, it studies whether the content of the ethics training provided for the district governors during the candidacy and administration stages is sufficient or not. It further evaluates whether the trainers of the ethics training provided for the district governors during the candidacy and administration stages are competent or not. The study also examines the suggestions of the district governors regarding the ethics training provided to them during the candidacy and administration stages. Finally, it identifies the problems faced by the district governors in their professional lives in terms of ethics. This study, which was carried out as a data scanning and field research, has been conducted with 35 district governors and 4 trainers providing the courses. In addition, the ethics training courses held between 2007-2019 for the purpose of training district governor candidates have been examined. Furthermore, ethics training courses in the in-service trainings for the district governors at the administration stage held between 2007-2019 have been examined. The study consists of five parts, including the introduction and conclusion. The introduction part consists of information regarding the issue, purpose and method of the study. This section introduces the publications related to the subject of the study and the data collection tools used in the study. The first part includes detailed information regarding the concepts of administration, administrators, administrator trainings and ethics as a conceptual framework. The second part includes the profession of district governors, the training of district governors, the ethics training provided for the district governors and its evaluation. The third part includes the identification and evaluation of the data obtained from the interviews conducted with the district governors and trainers. The conclusion and recommendations section includes some evaluations and suggestions made by interpreting the data and findings obtained from the study.
