History, in a sense, is ''the knowledge of the past.'' The knowledge of the past needs to be re-evaluated according to time in order to be beneficial. Historical knowledge gains meaning ''if it undergoes scientific criteria'' and thus benefits the moment and the future. Otherwise, historical knowledge has little effect on understanding today and contributing to tomorrow. Therefore, analyzing past events and phenomena are important in terms of facilitating daily life. For this reason, the Ahkâm Registers are not only related to the social and economic past of Anatolia, but also shedding light on the characteristics of today's living conditions and that's why they should be examined. The Ottoman Empire is one of the great states throughout history that renowned for eliminating injustice and establishing justice. With the system it established, the empire granted the people the right to unlimited complaints and the people acted freely in every environment and in any situation against the state to which it is a subject. Thusly, the citizens were able to demand justice by applying to the Supreme Court (Divan-ı Hümâyûn), which was the peak institution, or to the Sultan, who was even more superior. In this way, special register books were created for the complaints and solutions in Supreme Court. After consulting the complaints in the Divan-ı Hümâyûn, a copy of the final decisions were recorded in the register books which belonged different regions and thus the register books emerged. We are able to determine the approach of the citizens in the Ottoman Empire to the state and the state to the citizen through the records of Karaman Ahkâm Registers, which is the topic of our thesis, with the priority of legal ground, and we can trace the disturbances in the state system over time. Likewise, through these books, we can reveal the social and economic conditions of the Ottoman countryside, and in which subjects the citizen has suffered mainly. As a result, this study is important as it shows the codes of the Ottoman state-nation organization, and it contains important data about the process of Karaman Province throughout history and this thesis will be the source of different studies.
