Abstract (EN)
In this study, which deals with the modernization practices in the Ottoman Empire during the nineteenth century, the resources and the development process of Ottoman governmental modernization were evaluated together with the internal and external dynamics. During the Charter of Alliance, the Tanzimat Reform Era and the period between the first and second constitutionalist period been significant administrative regulations in education, military, law and tax system. For the Ottoman Empire, these arrangements were developed in a distinctive way such as the synthesis of the new and the traditional rather than that a completely sharp break or alienation from the traditional values.
