Abstract (EN)
Population census had been executed in different places and different times for various purposes and methods since the ancient times. During those times, Population census was aiming to confirm the soldiers joining the army in the public or the ones who should pay taxes, but was not able to leave these aims and simple methods.The method and the extent of the purpose of the population census had a great variation in the 20th century. The first scientific method of Population census had been executed in various countries of Europe in the 20th century then it evolved in different parts of the world in the course of time. With those scientific methods of population census the public was respected but not the government, the statistical data obtained was the basic support to generate policy for public needs.The population census had been executed in the Ottoman Empire in the 20th Century. It was generally executed for financial and military purposes; which involved demagogic data of that time. The first scientific method of population census had been executed in Turkish history 4 years after the Proclamation of Republic. Camille Jacquard, who was one of the best statistics experts of two in Belgium, was invited to Turkey. He benefited from his population census knowledge and the statistics for the census.Before the census, preparatory counts were executed in five (5) different parts of Turkey. After those preparatory counts, the Population census was completed successfully, except the delays in a few regions throughout Turkey. As the results met the expectations, especially contrary to cleaning up the propagandas in Europe even though the government initially declined, the public in Turkey were finally happy.Key words: 1927 Census, Census, Tahrir, Statistics, Population.
