Abstract (EN)

After the 1971 memorandum, the polarization, anarchy and terrorist incidents, economic troubles, political vacuum and depressions that occurred in the country under the influence of the coalition governments left the country in a very difficult situation, and as a result of the developments, the army seized the administration on September 12, 1980. After the military intervention, political activities were stopped and a new government was formed under the prime ministership of Bülent Ulusu. A new constitution was prepared to replace the 1961 Constitution, which was claimed to be the biggest factor in the country's turn into this, and on the other hand, existing political parties were completely closed and party leaders became politically banned. Kenan Evren became President with the adoption of the 1982 Constitution, which was prepared by the NSC, which seized the country's administration. Everything in the country was under the control of Kenan Evren and the National Security Council. In the following process, taking into account the reasons for the depressions in the political field, the Political Parties Law was prepared with the Parliamentary Election Law enacted on June 10, 1983, and political activities were released. With the release of political activities, a total of 15 political parties were established until the General Elections of November 6, 1983. The National Security Council, knowing the difficulties that the coalition governments had caused the country before, was uncomfortable with the establishment of too many political parties and allowed only the Motherland Party, the Nationalist Democracy Party and the Populist Party to participate in the elections, using its power to veto the founding members of the parties during the establishment. Before the November 6, 1983 General Elections, the leaders of these three parties held meetings in many parts of the country and entered the elections by making their political propaganda. When the elections were concluded, the Motherland party led by Turgut Özal was chosen as the first party, the Populist Party was chosen as the second party, and the nationalist democracy party, which Kenan Evren and the national security council favored, was chosen as the third party.
