The transcrement of the identification address and the summary of the provisions (1-370)

Political, administrative, military, customary, public, judicial and financial affairs, complaints and cases were discussed and resolved at the meetings held in the Dîvân-ı Hümâyûn, fundamental judicial and decision-making body of the Ottoman Empire. Discussed issues and taken decisions were recorded in various books. One of these books were "Mühimme Defteri." Books in which important political, military, administrative and social decisions discussed in Divan were recorded in were called "Mühime Defterleri." It is also Defʿined as the books in which the copies of edicts issued after the approval of the sultan on the issues determined in the Divân-ı Hümâyûn were taken. Mühimme Defterleri have always been used as primary sources and many researches and studies have been done based on these books. After the introduction of these memorandum books, the introduction and analysis of the 77th of the Prime Ministry Ottoman Empire were presented. In addition, political and social developments were taken into consideration and the book was transcripted.
