The notebooks in which the registraions of Divan-i Hümayun are recorded are called Mühimme Notebooks. The Mühimme registers that list among the primary registers in which the rulings of the imperial council was recorded, serve as a basic source in political, social, and military matters of the Ottoman Empire. Muhimme registers are the register series which include fermân s and nāmes that are the records of some of the important decisions of the Dîvân-ı Hümâyûn and state letters written to other countries. Since they are one of the copies of the decisions of the Dîvân, they are very important sources for historical studies. Because the information about the administrative and military structure of the state and political, economic and social circumstances of the era can be found in muhimme registers. The master thesis entitled 'Transcription and Evaluation of Mühimme RegisterNo.99 comprises of transcription, evaluation and classification of mühimme register whichhad been kept between the dates of 1688 and 1689 under the rule of Suleiman the Second(1687-1691). Inaccordance with the general profile of Otoman History between 1688 and 1689, the register contains provisions which had been sent to Ottomans own forces, or subjected authorities of sultanate such as King of Ardeal, Voivode of Wallachia, Voivode of Moldovei and Khans of Crimean for defending of critical regions of Balkans like Belgrade, Vidin and Vlore where always been struggle points between Ottomans and Austrians, and supplying of required soldiers and ammunitions.
