Abstract (EN)

The aim of this research is to analyze and present "The Life and Political Personality of Ahmet İhsan Birincioğlu" in detail. For this purpose, newspapers, archive documents, official publications, parliamentary records, and interviews with his close circle were utilized for the research. In this respect, an original study has been produced. As a result of the research, many new pieces of information about the life and political personality of Birincioğlu have been obtained and presented in the study. Birincioğlu was born in 1923 in the Akçaabat district of Trabzon. After receiving his primary and secondary education in Trabzon, he worked as a warehouse clerk at Ziraat Bank in Trabzon for a while due to financial difficulties. Shortly after, he completed his legal education at Istanbul University in 1951 and graduated. He practiced law for a while as an independent lawyer in the office he opened in Akçaabat, registered with the Trabzon Bar Association. Contrary to what is known, Birincioğlu's first relationship at the political party level began when he was a candidate for Trabzon Deputy from the CMP in the 1954 and 1957 Parliamentary Elections, but he was not elected. According to other new information obtained, before becoming the AP Akçaabat District President, Birincioğlu, who was also interested in sports, chaired the clubs Sebat Gençlik and Tütün Spor in the Akçaabat district of Trabzon. He became a Trabzon Deputy candidate for the AP in the 1965 and 1969 General Elections and was elected to the Parliament. He served as the Minister of Customs and Monopoly in the II. and III. Demirel Governments, and this ministry ended with the Memorandum of March 12. He showed his most intense activities in the Parliament during his tenure at the Ministry of Customs and Monopoly. He was mostly referred to as the former Minister of Customs and Monopoly. He personally controlled the functioning of the customs gates and whether the officials were taking bribes or not by making raids day and night, sometimes disguised as a worker and sometimes as a peasant. Because of this, deputies and senators nicknamed him "Jet 2". Again, during this ministry, although he tried to introduce some standards, especially for the production of high-quality tobacco and tea, he faced reactions from those who gained benefits according to the accustomed order. Nevertheless, he was persistent in what he believed was right. He also participated in the 1973 Parliamentary Elections as a Trabzon Deputy candidate from the AP but was not elected. Until he was elected as an AP Trabzon Senator in 1975, he served as a board member in public institutions such as PTT and Ereğli Iron and Steel. Then, he served as the Minister of National Defense in the VI. Demirel Government established in 1979. This ministry, like his previous ministry, was short-lived due to military intervention. After that, Birincioğlu became disillusioned with politics and only served as a board member in some public institutions and retired in 1997. He passed away on January 20, 2007. His grave is in Osmanbaba Neighborhood of Akçaabat District of Trabzon, next to his first wife, Fatma Sebahat.
