Analysis of Turkish Flagged Ships Detained at Paris, Mediterranean, and Blacksea MemorandumsIn today?s world, the interest on sea trade is gradually increasing due to its being economical/inexpensive and nature friendly. In merchant shipping, which actually is based on purpose of trading and earning money, the ships? and the staffs? security might occasionally be subordinated.Memorandums aiming to retain the ships flying flags of the countries which do not pay attention to safety of life at sea, personnel standards or are not able to produce according policies, to sail freely and bring in enforcements to sub-standard ships, has been founded with regional agreements and IMO?s instigation.Member States/Countries of the Memorandum founded applies Flag State Control (FSC) to the ships carrying their flags while applying Port State Control (PSC) to ships belonging to foreign countries/states, those visiting their ports.The foundation controls whether the ships are in line with international conventions and applies several enforcements including that causing penalty of detaining the ships from sailing/voyage applicable to those which are not appropriate.In this study, detaining of Turkish flagged ships took place at Paris, Mediterranean and Black Sea Memorandums as a result of Port State Control , as been investigated.First of all, all deficiencies of those Turkish flagged ships were detained has been detected and those deficiencies has been analyzed under 19 topics. What issues were more intensely inspected by each 3 Memorandums, has been defined. The Turkish flagged ships? weaknesses in fire safety, life saving equipments and in MARPOL practices have been identified and detainment under these matters noticed.Key Words: Port State Control, Flag State Implementations, PSC, FSC, Paris MoU, Mediterranean MoU, Black Sea MoU
