Akıllı çevre kapsamında park yönetimi: ODTÜ kampüsü değerlendirilmesi

With the ever-increasing number of vehicles and technological advancements, transportation-related social problems are addressed with more systematic and smarter solutions, as a part of Intelligent Transportation Systems (ITS) services. Parking management is an ITS application area, where limited parking capacities can be efficiently and fairly utilized by more road users. However, detection of the true nature of parking demand and supply limits as well as the expected response to any policies and technology tools to be employed, is necessary prerequisite step. Middle East Technical University (METU) campus is a built environment that suffers from parking-related problems due to limited parking supply capacity despite the increase in the demand. Thus, parking violations have been increasing lately due to high number of cars in the campus. Besides the negative environmental impacts, parking violations have started to threaten the flow and safety of the campus traffic due to traffic congestion and loss of road network capacity at critic locations. This thesis focuses on estimation of the type and level of parking utilization and violations in METU Campus, so that smart parking management strategies can be recommended for development of a more sustainable campus transportation policies. Smart parking management requires an understanding of land use, parking supply and demand, driver needs, behaviors, and perception of the commuters, in the scope of parking management. Thus , within the study, parking space inventory, parking survey were conducted and a smart campus transportation survey was utilized. After this comprehensive evaluation, a campus-wide parking management strategy plan that promote smart mobility within the campus was proposed within the campus, in 7 stages. In addition, a regional strategy plan, including the locations, and application of the proposed parking pricing strategy, and the areas where parking should be prohibited, has been created.
