Global warming and climate change are one of the most important problems waiting for humanity. The Paris Agreement, which sets out the new path of international cooperation against global climate change, was adopted in December 2015 and entered into force in November 2016. Paris Agreement is an international agreement within the scope of the 1992 United Nations Framework Convention on Climate Change, which constitutes the general framework for cooperation against climate change, it is quite different from the studies carried out so far. The Paris Agreement, which is the product of the search to continue the international fight against climate change with a new method, created a new model of international cooperation based on national conditions. The Paris Agreement's recognition as a historic achievement is due to the purpose it has defined for efforts to combat climate change at the global level. The agreement derives its influence and power on political, economic and social actors from this purpose. However, the 45th President of the USA, Donald Trump, has shocked the whole world by declaring that his country will withdraw from the Paris Agreement. This situation created a big gap in the Paris Agreement, which is the turning point of the global fight against climate change, and slowed down the process. American foreign policy, unlike other states, has a very wide range of action. The active involvement of the US in almost all international issues has caused every step of such a power to be examined in the field of climate change. Trump's decision to withdraw from the Paris Agreement is an example of a decision completely independent of traditional foreign policy decision-making mechanisms for the US, where public opinion has come to the forefront. Therefore, focusing on what can be learned from the US not joining the 1997 Kyoto Protocol, the analysis of the potential reasons for the US withdrawal from the Paris Agreement has become very important. Because evaluating the participation of the US in multilateral environmental agreements in terms of policy analysis specific to the Paris Agreement sheds light on future agreements. The subject of this study is to analyse the decision of the USA to withdraw from the Paris Agreement within the Discipline of International Relations. In this context, general information about global warming and climate change is presented and the relationship between society and climate is explained. Along with the 21st century climate change policies of the USA, the reasons that led the USA to the decision to withdraw from the Paris agreement are presented. In this study, which aims to show the US decision-making dynamics on the Paris Agreement, it has been determined that Donald Trump's decision to withdraw the US from the Paris Agreement cannot be explained only with his leadership characteristics. According to this study, Donald Trump's decision to pull out the US from the Paris Agreement was mainly due to his personal values, public opinion, expectations from the Republican Party, pressure and interest groups, and the structure of the International System.
