Determination of the economic performance in the state forest enterprises: A comparative study of Artvin and Ardanuç State forest enterprises

Nowadays, the necessity of the determination of the economic performance in public and private enterprises has been increasing. There are some difficulties to determine the success level of the State Forest Enterprises due to the long rotation period, effect of the nature, and so on. This research, of which main purpose is to determine the economic performance of Artvin State Forest Enterprise as a service enterprise and Ardanuç State Forest Enterprise as a production enterprise, has used data from Artvin and Ardanuç State Forest Enterprises, covering the period of 1991-1995. Using the tariff price of forest enterprises and General Directorate of Forestry, land value and growing stock have been calculated. And then relative and absolute economic performance have been determined by means of land value and growing stock. According to the absolute economic results, both Artvin and Ardanuç State Forest Enterprise had been succesfull between 1991 and 1995, except that Ardanuç State Forest Enterprise had not been succesfull in 1994. According to the relative economic results, Yudeich Pressler Index Ratio, Kraft Index Ratio and The Approximate Index of Pressler have been 6 %, 58 %, 7 % in Artvin State Forest Enterprise, and 41 %, 61 %, 29 % in Ardanuç State Forest Enterprise, respectively. Since absolute economic results are not always reliable, the economic performance of Artvin State Forest Enterprise has been compared with Ardanuç State Forest Enterprise by considering relative ratios. As a result of this research, it has been determined that Artvin State Forest Enterprise has less economic performance than Ardanuç and could not used its capital as rational as Ardanuç State Forest Enterprise.Key words: State forest enterprise, Forestry sector, Tariff price, Land value, Growing stock, Economic performance
