Abstract (EN)

The concept of poverty, which is mentioned in almost all of the history of the human, is the lack of sufficient income to cover all or a significant part of the daily basic needs of a person. Especially, having a difficulty in reaching the basic needs such as food, shelter, clothing and warming constitutes the situation of poverty. The problem of poverty is one of the important problems that negatively affect individuals and societies in socio-economic terms. In this context, the state is the primary authority in resolving the issue that has become this social problem and is the most important counterpart to the citizen. For this reason, for the socially qualified state, the protection of the helpless citizens and the necessary assistance is no longer a grace. The social state, which is one of the most important characteristics of the 21st century states, is the type of state that develops and implements institutions and policies to prevent social injustice, inequality, poverty, neediness, unemployment etc. for all kinds of social problems. The most important manifestation of the social state is social policies and social services. Social policies are the means of putting the social state into practice. Social services within the social state are the in-kind and cash assistance and services provided by the state to individuals or groups in need of assistance. Social services aiming at increasing social welfare and combating poverty should be shaped in accordance with changing conditions and should include those in need in social life by taking preventive measures towards social exclusion. The aim of this study, which compares social work practice between Turkey, which is in the process of integration with the European Union, and Germany and the UK, which are the members of the EU, is to compare social state in Turkey, its historical development and current practices of social work practice and to compare social state in Germany and England, the two developed countries of the EU, to compare the historical development of social work practices and its current practices, and to analyze the location of Turkey between the two countries ın the context of social services.
