Developing the ideas of demilitarization and democracy in our country in the context of two thousand years of history, it is clear that there will be different ideas about it. Civilian control is one of the ideas that is perceived as being very important to this process. Demilitarization in the context of the European Union has wellknownimplicationsfor our country. In this context, theyaredomesticcivilianoversight of the security sector, as well as developingtechnical and institutionalinnovationswhich will be held in a legal sense as it is an important work in the field of internal security. One of the main aims of EU legislation is to guarantee the civilrights of citizens, havedemocratic control of internal security and public government and followbestpractise. One of the most important factors in movingtowards EU practise is to havetransparent and human-rightsbased security and government. Given the ongoing process of demilitarization and the civilianization and democratization of the country's institutions, the Gendarmerie general command had to take into account the public's demands due to changing living standards, changing attitudes, and government policy. Careful management is required within the context of this and certain services such as the one-stop service. Gendarmerie services and responsibilities should be transferred to the Police in a responsible manner whilst also maintaining public security.
