Buildings within the natural environment make up the artificial environment. These formations affect natural environment in a negative way and increase the rate of consumption of natural resources and also negatively affect human health when they are not taken under control. In this context, waste generation created by the buildings together with the resource consumption is a very important issue with the aim of transferring our resources to advanced lives. Since the impact of the buildings on waste production and resource consumption in the environment is very high in the world, this issue is gaining great importance in the construction sector. All stakeholders, such as designers, practitioners and users, need to address these issues together. For this purpose, design decisions should be made to reduce waste generation and resource consumption before the buildings are designed. Therefore, to be environmentally friendly; producing less waste and consuming less resources can be considered as the main factor. In addition, reducing the production and consumption of buildings can lead to the formation of healthy artificial environments. Within the framework of these objectives, in the introduction part of this study, the definition "producing less, consuming less and does not disturb human health, which was made for the evaluation of environmental buildings, was adopted and this study was considered by limiting the resource consumption. In the second part, the relationship between production and consumption and the relationship of these concepts with the buildings are investigated. In the third, fourth, fifth and sixth parts, the consumption of land, energy, water and building products in subprocesses, respectively, are discussed. In order to assist the design process, which is the important process, the qualifications to be used in the design are determined in order to help and design the design decisions. In the findings part of this study, before the results, in which processes the buildings consume resources are revealed, and a list of general design decisions is made by comparing the subprocesses for low consumption and resource consumption. It is stated that qualifications may vary according to local conditions and requirements. As a result, it is understood that structures should be made according to requirements and design decisions should be made by determining the minimum consumption characteristics.
