Abstract (EN)

In the Divan-ı Hümayun, the highest administrative body of the Ottoman Empire, all the issues related to the state were discussed, and a final decision was made. Topics that were discussed and resolved in the Divan-ı Hümayun were recorded in provision kept by Beylikci, Ruûs, Tahvil and Amed Kalemi, and they were among the members of the Divan-ı Hümayun. The ruûs records, which is one of these serios of records, were kept by the Ruûs Kalemi under the Divan and consisted of the records of appointment and designation of the Ottoman Empire Ruûs records, the title of our study, is registered in the Bab-ı Asafi catalogue of the State Archives by the number 1484 and consist of the first 104 pages. This book is a compilation of work of the appointment and promotion records made by the adiminnation from the centre to the provinces between the year August 1611-February 1617. The book mentioned above consists of the appointment and promotion records that occurred during the reign of the Ottoman Sultan Ahmed I. This work consists of an introduction and three chapters. In the introduction, the title of my study Ruûs records numbered Bâb-ı Âsafî Ruûs Kaemi the number of 1484, is introduced, and the method applied during transcription is also explained. Afterwards, the researches made on the Ruûs notebooks were examined, in the and at last, the Ruûs notebooks, a title topic of my work, were analysed. In the fist chapter, after giving information about the Ruûs Kalemi, the types of the Ruûs notebooks, their diplomatic features and the content of the Ruûs records were extensively diccussed. In the second chapter, an assessment of the Ruûs records was made. The third chapter consists of the transcription of the orijinal text.
