Abstract (EN)

The lack of a superior rule maker mecanism in international relations has brought on that the relations among the states take shape mainly depending on power struggle. The states, as the most important actors of the system, manipulate certain political events to rule the system according to their own policies. When we take a look at the recent period of world political history, we can consider terrorist attacks on September 11, 2001, as an example. After these terrorist attacks that was carried out to United States of America, there have been significant changes in the Middle East. The USA, which has shown up as the only superpower after the Cold War, has taken advantage of September 11 terrorist attack to establish its present hegemony and power to the whole world. In this period, the USA has put its signature to many right or wrong events. It should be detected objectively if it was a necessary or not that the 8th years of occupation of Iraq in 2003 by USA. As the Saddam regime was terminated by entering the land of Iraq, taking that kind of extremist decision in which condition it was made and its process should be the fist step of the investigation that must be done. With the difference of Bush, Obama who takes his place, showed a different approach to Iraq. Beside, Obama who made a good progress in his first presidental term, because of the foreign policy that he implemented in Iraq, he failed in his second presidental term. Although Obama did not act with the ideology reflected in Bush's discourses, he was criticised in the matter of Iraq due to his acts that represent Bush's policies at some points. Obama took over Iraq with a political chaos. However when he left he handed down Iraq to the next president after him under the threat of civil war and division.
