Local governments in the unitary states administrated by presidential system: Peru, Philippines, South Korea, Kenya and Turkey

Local governments have a very important place in the delivery of the local public services. This argument, places local governments in the center of the presidential discussions throughout Turkey. In this study, the position and power of local governments in the unitary state, elected by the presidential system (Philippines, Peru, South Korea and Kenya), the local government's shape in the state system, the relationship between the local administrations in these countries and the central governments, how is a local government model and finally in Turkey "Presidential System of Government" what will happen to the local government with the transition/could be, identified four countries in the comparison were explained unitary state relations with local governments. The differentiated and similar aspects of the local governments in the unitary states governed by the presidential system are also discussed through the examples of the countries mentioned. Firstly in the study, the state and state structures and the concepts of unitary state in particular the background of these concepts were examined in order to form the basis of local governments in presidential governed states. In the second stage, conceptual definitions such as central government, decentralization, local autonomy, local democracy, administrative tutelage and authority width were made in order to understand the unitary state. In this study, the position of local governments in the unitary states which are governed by the presidential system was discussed and a comparative method was used by examining how the local governments were organized in unitary states with working and presidential systems, and in the context of seven criteria selected countries. In the conclusion part with made comparizon for Turkey country of examples, unique set of inferences. The type, size, organization, supervisions, authories, levels of autonomy and the practices of local democracy in the unitary states governed by the presidential system vary according to a number of criteria such as the historical background, population and social structure of the countries. In other words, there is no single model of local government in the countries with the presidential system. The implementation of the federal state structure in a country is not related with the government system of that country. In the countries governed by the presidential system, both the unitary state and the federal state structure can be implemented.
