Bitlis according to First General Inspectorate reports (1927-1952)

After the establishment of the Republic of Turkey, the Single-party government established the General Inspectorate in order to strengthen its administrative organization and ensure regional development. The First General Inspection Organization was established in 1927, with the center being Diyarbakir, covering the regions of Bitlis, Elazig, Urfa, Van, Hakkâri, Diyarbakir, Siirt and Mardin. Providing regional development was among the objectives of the general inspectorates established in Turkey. Inspectorates tried to adapt the needs of the regions where they were established, such as security, education, health, transportation, settlement and housing, to the conditions of the age. On the other hand, they have made outstanding efforts in the field of village development in the geographies they are responsible for. The First General Inspectorate carried out studies in Bitlis on issues such as ensuring order and security, creating a common language and culture, modernizing the people, increasing the literacy rate, combating infectious diseases, meeting the need for doctors in the region, raising public awareness in the field of agriculture and animal husbandry, and social activity. In addition, it has undertaken missions in the context of forced displacement, resettlement policy, and development. The First General Inspectorship Organization, like other inspectorship organizations, continued its existence between 1927-1952. After the Democratic Party came to power, the properties of the General Inspectorate, which was decided to be abolished by a parliamentary decision, were seized by the treasury.
