Regional development agencies and governance: Daka's role in development of TRB2 region in governance context

In this thesis, the role of governance in development agencies in underdeveloped regions on regional development is examined through DAKA case which is one of the 26 regional development agencies established based on the governance paradigm in Turkey. For this purpose, field research was carried out in TRB2 region which is the last of 26 level 2 regions in SEGE researches conducted by the Ministry of Development and Income and Living Conditions researches conducted by TUIK. The research revealed that governance in underdeveloped regions alone is not a variable that can provide and explain regional development. Although DAKA governance was high in the field research, regional development activities were not seen as sufficient. DAKA governance is more focused on the preparation of regional plans. For the implementation of regional plans, objectives and strategies should be projected. This requires more governance processes. In the regional development efforts, the institutionalization of governance processes is important in all development activities, with emphasis on governance quality. It is recommended to focus on models for transforming public-private cooperation into partnerships of different structures and dimensions, especially on the basis of business administration.
