Abstract (EN)
Transportation; Especially with the postmodern understanding of the 21st century, has evolved to be a powerful notion that directs and manages the cultural-focused influences of individuals in social life, and even separates social classes. Therefore, when the process is examined at the level of the region and cities at the upper scale and at the level of daily life at the lower scale while considering the effects of transportation and investments in the historical process, it is necessary to describe the political, political and economical inputs and outputs on the same level. At the political and political level, there are a number of institutions and organizations with duties and responsibilities at different scopes related to transportation at central and local level. Municipal municipalities and metropolitan municipalities are the institutions that guide transportation investments and planning. This study centers on the concept of transportation, the concept of transportation, which is a concept that combines all supply, demand and experience as the most powerful concept, policy, principle and practice used to program and manage the daily life of the urban people and the concepts in the system of these plans. Within this context, the potential impact on the new structure of the city administration, which is responsible for the preparation of the transportation master plans, and the new structure of the Law No. 6360 as a change of management style related to them, constitutes the subject of discussion of this work. This regulation of law brings about a situation that can be discussed in two contexts in terms of transportation planning and therefore transportation master plan The first discussion is about the change of authority and responsibility for the existing metropolitan municipality and the other is for provincial municipalities to win the metropolitan municipality status and to base the authority and responsibility on the provincial border. Within the scope of this thesis, it is aimed to investigate the new management structure which is formed by taking into account population size with the regulation of the law of 6360 in terms of transportation and transportation planning. It is aimed to determine and discuss the similarities and differences of old and new metropolitan municipalities in terms of variables such as service area, population, density, distance for 30 metropolitan municipalities by comparing them. The province of Muğla, which is become the metropolitan municipality after the law of 6360, has been selected as the study area and examined through these variables determined and transportation planning assessed how this regulation came to life in terms of policy, principle and practice. The law of 6360 gives an opportunity to define the urban and urban concepts and to observe how to transportation needs change. It is also observed how a law changed the city and the demands of the people of the city. In this context, it is possible to say that the laws and regulations play a big role in understanding and reading the urban area in an integrated manner with the needs of the urban people.
