TheTurkishpopulaiton is consisted of at least 30 % of childrenandyoungpeople. Thereforecentralandlocalsocialpoliciesandsocialservicesforchildrenandyouthhavegainedimportance in Turkey. Inthisregardsocialpolicyfriendlylocalchildandyouthpoliciesareespecially in thearea of powerandduty of urban municipalitywhichareveryneartothelocalpopulation. The ?Knowledge Houses? andothersimilarchildandyouthcenters as an appearance of socialmunicipalityaretheinstitutional, administrativeandorganizationalsector of localchildwelfareworks. Inalldeveloppedcountrieslocalauthorities/municipalitiestaketheresponsibility of givingchildandyouthsocialservices, centralauthoritieshaveonlythelimited role of defining legal frameworkorprovidingfund. Wehaveacceptedethisrealityandsotheobjective of thisthesis is tostudythe ?Knowledge Houses? in thecontext of localchildandyouthpoliciesandsocialmunicipalwork. Forthatreason Adapazarı municipality is takenintothecenter of thisstudy. Ourmasterthesis has threeparts in additionto ?Introduction? and ?ConclusionandRecommendation?. The ?Introduction? coversthesubject, importance, aim, methodologyandhypotheses. Inthefirstchapterinitiallytheoreticalframeworks of socialstate, socialmunicipalwork, regional-localsocialpoliciesandworksforchildrenandyoungpeople, thepractice of regional-localchildandyouthservices in Turkeyand in Germany aredrawn. Alsothe general term of childandyouthconceptsanditsuse in diferentdisciplinesandlegislationbothathomeandabroadareassessed.
