Abstract (EN)
The rapid growth and modernization of China since the 1980s has brought it back to the center of the world stage. In the last 30 years, it has transformed from a country with a weak economic outlook to a global production center, and politically, into a global power whose views should be consulted on international issues. With the Chinese President Xi Jinping's announcement of the Belt and Road Initiative, the issue that China might be the new global hegemon has come to the agenda. Accepting the state as the main actor in international relations, the realist theory characterizes the problems occurring in the international anarchic system as the desire of states to have power. According to the realist theory, the structure of the international system is anarchic, so the system is very open to insecurity and competition. This insecurity and competition environment stems from the power struggle of states to increase their powers and become hegemon. The Silk Road Project has been getting more and more important lately for this competitive environment. The Project is declared to be due by 2049. This study assumes that China will be able to balance the USA and become a superpower and direct the system, taking into account the scope and nature of the project. It is valuated that China uses the One Beld One Road Project as a matter of fact tool into balance the USA and become a super power. The USA-China competition, the rise of China, the historical background of the Silk Road Project and the process of the USA-China relations from the past to the present have been evaluated by applying the process tracing method.
