Abstract (EN)

The COVID-19 pandemic is an epidemic that significantly threatens people's mental health as well as their physical health, as it spreads rapidly and is a deadly epidemic. With the epidemic, fear, stress and anxiety have increased in people, leading to depression, anxiety, etc. Psychological problems have emerged. As part of the fight against the COVID-19 pandemic, an online working and education period has been started in our country, as well as all over the world. It has become a necessary transformation process in which all employees have started to work from home, face-to-face interaction and communication have almost disappeared, and the entire education system has become "online". It is thought that the COVID-19 pandemic will permanently change the current situation of societies and states. The purpose of this study is to examine the reaction and fear levels of public employees regarding COVID-19, to examine the working models that were mandatory during the COVID-19 pandemic period, and to investigate the positive and negative effects of these models in terms of public employees and management. The research data was obtained by face-to-face survey technique from 385 public personnel working in Kahramanmaraş, using convenience sampling method. The data obtained parametrically showed normal distribution. In the analysis of the data, the differences between two variables were examined with the Independent Sample T test, and the differences between more than two variables were examined with One-Way Variance (ANOVA). Pearson Correlation analysis was used to examine the relationship between variables; Additionally, bivariate chi-square analysis was performed. Data were analyzed with IBM SPSS 23.0 and AMOS 23.0 statistical programs. Although the research was conducted after the pandemic, it was found that the participants' reactions and fear perceptions towards COVID-19 were still at a moderate level. It was determined that the motivation perceptions and job satisfaction perceptions of the public employees participating in the study were at a medium level within the framework of the impact of the working models implemented during the COVID-19 period. According to the perceptions of public employees, there was a moderate positive and significant relationship between fear and reaction to COVID-19. It has been determined that there is a moderately positive and significant relationship between motivation and response within the framework of the impact of the working models implemented during the COVID-19 period. It has been found that there is a highly positive and significant relationship between job satisfaction and motivation variables.
