A content analysis for the Presidential Government System

Government systems have an important role in managing them democratically. Especially the moment of the relationship between the legislative and executive organs is at this point. In this context, Turkey is also configured as giving up a parliamentary system for years carried out by the 1982 Constitution in the reorganization of the executive and legislative relationship with Law No. 6771. The regulations included in this change have been expressed as "Presidential Government System". April 16, 2017 as presented to the public in a referendum of a new system of government in Turkey has witnessed considerable debate. These debates played an important role in guiding the voter. National press organs have also been an important tool in conveying these debates to voters. Content analysis was conducted on the newspapers Star, Yeni Şafak, Yeni Akit, Sabah, Yeniçağ, Sözcü, Cumhuriyet, Milli Gazete, Habertürk and Hürriyet. The content analysis study was conducted by selecting the dates between 01 January 2017 - 15 April 2017 and 18 April 2018 - 23 June 2018. In this way, it was possible to determine whether the system debates on the system of the referendum and the June 24 elections, where the system will be implemented, were conducted properly, and what role the national press organs played in this process
