Abstract (EN)

Urban logistics, an essential concept for quality of life and sustainability in cities, aims to define and analyze logistical challenges within urban areas, develop effective solutions, and create models. Given the increasing impact of climate change and disasters on urban areas, urban logistics must be prepared for such events and maintain operational continuity during crises. Resilient Urban Logistics (RUL) emerges as a critical concept within this framework, emphasizing the need for urban logistics systems to withstand unforeseen disruptions. However, a detailed examination of urban resilience literature reveals a lack of studies directly focusing on RUL. This thesis aims to fill this gap by directly addressing strategic issues that impact RUL and proposing integrated approaches for successful implementation. The thesis unfolds across four stages: proposing the RUL strategy evaluation model by employing a comprehensive SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis integrated with Multi-Criteria Decision Making (MCDM) approaches, analyzing critical success factors for RUL with Interpretive Structural Modelling (ISM) approach, planning RUL technological infrastructure through the Quality Function Deployment approach (QFD), and identifying technological service providers using integrated MCDM approaches. The analytical dimension of the proposed methodologies is addressed using the Interval-Valued Fermatean Fuzzy Sets (IVFFS) approach. These proposed approaches were applied to Istanbul based on assessments from industry experts. The results highlight the importance of technology integration, multi-stakeholder collaboration, and increased awareness of RUL for successful implementation. This thesis contributes to the successful implementation of RUL by providing effective decision-making tools in urban logistics.
