Migration which was begun from village to city in 1950' s years in our country and it reached to peak in 1970' s years and continued up to now. Migration which uncontrolled and fast accomplished a lot of problems such as coastal erosion, crooked settlement etc. in the shore districts. Coastal erosion is the first and most important of these problems. Because there is a large erosion in Eastern Black Sea Region. What is the reason of erosion? There are a lot of parameters about coastal erosion. One of them is the breaking of coastal balance. If aggregate is taken away from coasts without engineering rules, coastal erosion is occured. Therefore, coasts are destroyed and coastal hydrodynamic balance is broken. What is the problem? Is there enough aggregate in the region or not? If there is enough aggregate in the region's coasts, why is coastal erosion still occured there? Whether, are some faults being done to avoid erosion and to keep coastal hydrodynamic balance? So, all these subjects have been investigated in this thesis. This Btudy includes six chapters and also appendix. In the first chapter, some knowledge has been presented about purpose and embrace of this study and some literatures have been surveyed. Coast law and its application have been presented. In the second chapter, aggregate need and potential have been calculated by using a few methods for the region. In the third chapter, aggregate need and potential balance are investigated for the region. In the fourth chapter, coastal hydrodynamic balance has been given. In the fifth conclusions are given. In the last chapter, proposals have been presented and also in the appendix, some photographs from the region's coasts have been presented.
