Abstract (EN)
?Electronic Tender? (e-tender) application is the most important components of electronic government works.Electronic tender provides many benefits such as transparency, effectiveness, productivity and efficient using of time in bidding process. As examined the application of e-tender in worldwide, it has been seen that there is 20 percent saving in total cost of ownership. The aim of this study is to provide to make the public purchasings in construction works by e-tender. For that reason, e-tender software which makes a contribution to accelerating of this process is completed by handing the benefits of using e-tender in public institutions and a virtual construction tender has been realized and successful results have been obtained by e-tender system in Directorate of Construction and Technical Works in Afyon Kocatepe University.
