Abstract (EN)

Nowadays, in the new system which had been created by the fast improvements on Information and Communication Technologies, as a result of the rising importance of technology, research and improvement in all economies, the economical structure started to slide into the Information Networks. Therefore, the old economy left its place to the new economy. The new economy has become aunited whole with the technological improvements. These technological improvements not only stoped the internet to be a communication tool, but also they put the rising importance of electronic commerce and e-government on the agenda. As a result of the global benefits of e-government and electorinc commerce, these two economy concepts took a central role for economical progress.In this work, in order, the new economy which is shaped by the information and communicaiton technology, the locomotive electronic commerce and e-government concepts and their affects on economy are aimed to be considered in details. To add with update datas from Turkey and other world countries, how the internet usage rates and other factors which determines electronic commerce affects Turkey?s and World?s other countries real economies is supported in this work. In the last part e-preparation and e-government index values of the countries and their reflection to the economy is examined.This type of approach would help us to portray our economical system and improve it and to develop new strategies and new points of view fort he future. Moreover, the old economy leaving its place to the new economy and the increase amount of usage of information and communication technologies and the widespread electronic commerce and e-government provide us to emphasize the neccesity and importance of moving to the new economical system.
