Abstract (EN)

Within the scope of disaster logistics management, that plays an important role in reducing the risks and effects of disasters, the selection of the appropriate temporary shelter locations ensures the effective execution of humanitarian relief operations. From this viewpoint, in the thesis, it is aimed to determine the alternative temporary shelter locations for Trabzon, in which disaster victims can continue their daily lives, using Geographical Information Systems based Multicriteria Decision Making technique and Goal Programming. The first step of the proposed 4-stage approach is to identify the temporary shelter location selection criteria and to calculate the criteria weights with AHP method. The second stage is to transfer the spatial data related to the criteria to the Geographical Information Systems and to determine the temporary shelter location alternatives by making the appropriate analyzes. The third stage is priority ranking using TOPSIS among the determined alternatives and making Sensitivity Analysis. The next step is to decide on where to establish temporary shelters among the appropriate locations in Trabzon by Goal Programming. As a result of the proposed approach, the suitability of the determined areas are evaluated and suggestions are made.
