Abstract (EN)
One of the most significant problems of developed and developing countries in the world is unemployment and youth unemployment. Youth unemployment rates present a more troublesome situation compared to adult unemployment rates. Young people are more productive as they are employed in their professions longer than adults and also they can adapt to technological developments and innovations more easily. Young people have important roles both for economic and social future of the countries. The most energetic, most productive, idealistic and most active period of individuals is the youth period. Countries have to make the most efficient use of young people in this period. Countries can look towards to the future much stronger economically and socially if they can benefit from the youth period properly. Otherwise, the country and individuals may face with many unexpected and negative situations. Youth unemployment is a serious in our country. Having too many young population in Turkey and as compared to birth rate the ratio of employing young people occuring in lower level of new employment areas cause the unemployment level of young people to be in high rates. Due to this situation active employment programs have an important role in reducing the high rate of youth unemployment to natural levels. This study aims to reveal the importance and evaluation of active employment programs in struggling with youth unemployment and preventing youth unemployment. This thesis study is focused on social work programs, vocational training courses, on-the-job training programs, social benefit programs, entrepreneurship training programs and business and vocational counseling programs implemented by İŞKUR to reduce youth unemployment. Among these programs, it has been detected that social work programs and community work programs provide temporary solutions to the unemployment problem of young people. Unlike these programs, it has been found out that vocational training courses, on-the-job training programs and entrepreneurial training programs offer more permanent solutions to the unemployment problem of young people. Job and vocational counseling programs helped young unemployed individuals to choose the most suitable job and profession. The main success of active employment programs implemented by İŞKUR is to increase the qualifications of young people and to ensure that they are preferred by the employer. The main failure of active employment programs implemented by İŞKUR is due to pening courses in areas that exceed current needs and where employment is very low (unrelated).
