Abstract (EN)
Government systems which form the basis of the political structure have become one of the most discussed issues in the political field. Government systems which are thought to not provide stability in many countries of the world, including Turkey, have obligated countries to make changes.In order for our country to be a democratic state of law at international standards, it has been tried to convey the efforts and efforts to include the changes and innovations in the Turkish system by developing them at every stage by aiming stable governments.The aim of the study is to periodically examine the government systems implemented in Turkey and to complete the analysis with the presidential government system.The foundations of the government systems experienced in Turkey, the application methods, the advantageous and disadvantageous aspects, the problems encountered during the implementation and the solutions developed against these problems are discussed in detail.Theoretically the separation of powers has been discussed and its relationship with government systems has been revealed. Different government systems have been classified and their main distinguishing features have been stated. The presidential system, the semi-presidential system and the parliamentary system are written with their strengths and weaknesses. The government systems in Turkey are explained in detail according to the historical flow and by considering the periodic conditions. The search for the presidential government system has been examined and the system has been tried to be explained. It has been tried to draw attention to the features of the presidential government system, the changes made, and the check and balance mechanisms.
