Data processing of public administration in the scope of public service and law enforcement

Thanks to digitalization and modern technologies, the concept of data processing has developed and the benefit that can be derived from data has reached an incredible level. In this digital world, utilizing data processing technologies has become a necessity for both private and public sector (public administration). However, although data processing has an important role in the scope of public services and law enforcement, there is a risk that data processing may violate individual rights and freedoms. Even though data processing and its's problems have been widely studied in private law, this topic is not sufficiently analyzed from the perspective of administrative law compared to private law in our opinion. In this context, this thesis will examine the data processing carried out by the public administration in the scope of public services and law enforcement as well as the problems that may arise due to these activities.
