Query of effects on transportation network of interventions on development plans: Revision development plan of İzmir new city centre

Cities are open systems that are largely influenced by the change of external factors. Unexpected effects in the cities can be encountered depending on economic, social and spatial variables by the interventions to urban development plans. However, Turkish literature and legislation do not have sufficient information about effects of interventions on development plans, especially in terms of the measurement impacts on transportation network, technical tools to remove negative effects. This interaction between urban planning and transportation planning has been studied in two stages. In the first stage of research, effects of Revision Development Plans of İzmir New City Centre selected as a study area on traffic volume was measured by Traffic Impact Analysis. It has been understood that impact of transportation network in negatively is a possible outcome in case of increase in intensity with interventions on development plans. And developing the technical methods to measure the possible effects is needed. In second stage, five basic transportation approaches developed for defined problem examined comparatively. A contemporary transportation approach within these approaches was chosen according to the size and dynamics of the study area. In accordance with selected transportation approach, suitable application tools for application scale were determined for the study area. As a result, either interventions on development plan or just development plan can affect the transportation network negatively. To reduce the possible negative effects, it has been realized that transportation approaches compatible with urban dynamics should be considered in the planning process.
