Abstract (EN)
In this study, the literature about the development of human resources has been examined. The educational activities about human resources development practiced by Konya Municipality are analyzed and individual differences about the quality of the educational practices between the managers and the staff are evaluated. There is parallelism between the educational activities and the functionality of human resources in public service; for all kinds of educational activities lead to self-exploration of individuals. For that reason, the human resources development activities are essential in solving the problems of society.
