Humanitarian intervention and responsibility to protect: Syrian civil war

The process called the Arab Spring includes social movements affecting the Middle East and North Africa. In Syria, where the Arab Spring was effective, citizens who wanted a more just and democratic government took to the streets and organized peaceful protests. In response to the peaceful demonstrations of the people, the Ba'ath Party government, which has ruled the country since 1970, and President Bashar Assad tried to suppress the protests by force and started a war against the people by using all the state's resources. Conflicts soon turned into civil war. International actors took part in the civil war and emerging jihadist terrorist organizations made huge gains. The United Nations Organization (UN), which was established to protect world peace, was ineffective in this war by not complying with the "responsibility to protect" doctrine. More than half a million people died in the conflict, 6.2 million people became refugees. The international community's inaction against war, in which the use of chemical weapons is documented, has deepened human rights violations. In this study, the concepts of security, humanitarian intervention and protection responsibility in the international relations literature will be examined and the Syrian Civil War will be evaluated within the framework of these concepts. The study will examine whether the violations in the Syrian Civil War require intervention in terms of the doctrine of responsibility to protect through international law and the UN Charter. Considering the future of the protection responsibility concept produced by the UN Organization, the question of whether human rights violations could be stopped will be tried to be answered.
