Abstract (EN)
A large percentage of global trade is fulfilled through maritime transportation. Therefore, increasing number of ships parallelly raises the demand for qualified seafarer day by day. STCW convention was put into force by IMO in 1978 for the education of competent seafarers and for establishing a standard about their training. Maritime education schools, in accordance with the STCW code provisions of A-1/8, must prove their compatibility for education, educators and equipment by using a system of quality standards. By doing a risk management with ISO 9001:2015 Quality Management System, evaluating difficulties and opportunities that the institution may encounter in the future and taking precautions accordingly can minimize the losses. Minimum equipment number and educator information, which are obliged by STCW, are regularly controlled and reported to the authority by an external auditor. By this way, continuity of the institutions' permissions to grant maritime education and its competence are decided. In this study, it is aimed to create a mathematical model for seafarers' training institutions by combining STCW training requirements and ISO 9001:2015 Quality Management System Risk-based thinking. With this model, maritime training institutions will be able to make a risk evaluation for their equipment's STCW competency before the inspection. Consequently, possible risks can be considered by the internal audit before the main inspection. Matrices were created according to risk effects and importance ratios of the items in the dataset. Matrices, which were grouped under 4 main headings, have been modeled in MATLAB. Risks were identified by applying the obtained model to the department of maritime transportation and management engineering of KTU.
