Employment policies and İŞKUR : Gaziantep sample

A production – oriented initiative is needed to create a solid economy in the competitive market circumstances of globalization. Most fundamental factor of production is labor force. It is both the cause and effect of employment and unemployment. Employment and unemployment are, sometimes the natural process of economic crises and might also be the result of incorrect employment policies. For this reason comprehensive, consistent strategies need to be developed, and policies that will ensure compatible functioning of all actors of employment need to be produced and employment in order to ensure sustainable employment, increase employment and to eliminate the negative consequences of unemployment. Therefore employment policies will allow for solving unemployment problem, preventing poverty and ensuring equal and fair distribution of income. Unemployment, which is an economic and societal issue, is a cause of concern not only for countries but also for each household. This study compares labor market and practises of EU and Turkey on the basis of fundamental criteria of EU about employment policies. The study also investigates employment-oriented vocational trainings, social assistance mechanisms, employment incentives and their relevance in Turkey as well as employment policies and practices falling into the scope of functions of Turkish Employment Agency and the impacts of such practises on solving the unemployment problem in the province of Gaziantep.
