Abstract (EN)

This study sought to determine the level of motivation of managers in the Istanbul district of Sultangazi, analyze what factors affect their motivation and evaluate what the government is doing to contribute to that motivation. Study's literature research, introduces the survey of a sample of public sector managers from which partly relates basic information about public service, public sector administration, types of public service, and what services are offered by the offices of the managers in the sample group. Following, details motivational theory, techniques used to motivate employees, and other factors that contribute to or decrease motivation. The motivation of public sector employees and the importance of motivating workers who deal with the public are discussed in the next section. Next part looks at the sample group in terms of managers' level of motivation and what factors affect this based on their responses to the survey. The final section brings together all of the above in an evaluation of motivation among public sector managers in the district of Sultangazi. The evaluation considers the responses of managers from the sample group on such aspects as job satisfaction, trust in employer and attitude of employees for whom the manager is responsible against demographic information, quality of management, and level of motivation. Study shows it was determined that while job satisfaction and trust in the institution positively affect the motivation of public sector managers in the district of Sultangazi, employee attitude has little bearing.
