Abstract (EN)
Innovation is a primary goal for many organizations today; executives understand how important innovation is to achieving sustainable strategic advantage in the 21st century. This thesis analyzes the barriers and best practices of innovation diffusion in four categories: structure, environment, communication, and process. The main message from this report is that innovation in the public sector must not be reduced to a matter of delivering new technologies to a passive recipient, the non-innovative public sector. I will study the relationship between business model innovation, strategy and change management with a focus on PTT (Post, Telegraph and Telephone Office) success since 2004 There is a lot of innovation taking place in the public sector, within or outside the scope of policy planning. What is needed now are policies with a more comprehensive and broad based approach to innovation in the public sector, and which takes all relevant forms for learning, interaction and innovation practices into consideration.
