Occupational health and safety applications at machine maintenance and repair and periodic inspection of work equipments in public institutions

With occupational health and safety (OHSA) applications is becoming widespread in the public institutions, especially like other private sector firms that have different types of working areas many types of occupational health and safety applications are realized. One of these area is maintaneance and repairment and periodic inspection. Work equipments have an important role at occupational accidents statistics. Periodic control is an legal obligation in working life. According to Social Insurance Institution data of occupational accidents published in 2016 totally 4277 people met occupational accident during installation of machines and equipments. When it is compared with all occupational accidents realized in 2016, the number is 286068 people were injured and the percentage is equal to % 1.49. This ratio belongs to injured people because of " Installation of Machine and Equipments" sector from 99 units (Standarts of Ecomonic Activitiy). When 2017 data was evaluated 3797 people met occupational accident because of installation and maintaneance of machines and equipments. When it is compared with all occupational accidents realized in 2017, the number is 359653 people, the ratio is % 1.05. In 2017, 15 people died from occupational accident based upon installation and maintaneance of machines and equipments. 30533 people had intermittent failure after occupational accident at the sector in 2017(SGK,2006). Work equipments could be used at all hazard classes works but genrally it is used at hazardous and most hazardous works. This situation cause taking related OHSA precautions, and making periodic control of machines in accordance with laws. This study contributes to make current situation analysis of sector in occupational health and safety via examining of application methods, point of view of instituions to the sector, researching of the legislation about mainteneance, repairment and periodic inspection. It is observed that so many occupational health and safety applications and works have been done by taking hazardous class and risk of the work into consideration; risks and hazardous in risk analysis and in determination and reccomendation notebook have been removed, in the field starting from the date of occupational and safety works. It is observed that frequently change of occupational safety experts and doctors, inadequate physicall structure, disorganized environmental conditions because of the type of the work, more then one sub-contoractors in the field cause could not provide of integrity on trainings, standarts of personal protective equipments, incompatible rules and procedures and decisions of council meetings etc. It is recommended that; in hazardous or most hazardous field of operations where main contractor and sub-contractors relations occur; for the entegration, progress and success of occupational health and safety culture coordination of executives, OHSA specialists and OHSA councils must be provided. The workplaces where ocuupational health and safety applications have been done; quality management system works and OHSA applications must be entegrated to the field in practise, especially with constitution of safety culture via behaviour orientation not only theoretical training but also trained of workers on job training.and special trainings to the operators are recommended. It is concluded that success is the result of working accordantly via gathering implementation and practise.
